Affordable housing is RED-hot at this time, especially if it's decent 3br+ housing sub $2k.   

That said, College Station’s long-term rental numbers are strong, especially with Texas A&M’s continuous growth driving demand for student, faculty, and corporate housing.

There is a small (<600 sf) house on the lot currently, which is in pretty rough shape.

You can get a HELOC if there is equity in the property most likely, which there should be since you own it in cash, but you will just be decreasing your pay out and then may end up short in repair money, depending on how much it is worth.
