If you are unable to predict your future profit (IRR) within a certain degree of confidence, that's when it becomes speculative.

We also wouldn't be pulling weeds in 100+ degree weather.

To some degree, you'll be buying a fixer. 

I would advise against a heat pump in this area, they really just don't perform well in temps below 40-35 degrees.
