That'd add some noise in this, but priced at under $3/per for a Jan 2025 call isn't that egregious on a -25% fall from friday's print.

My strategy would be to protect the money optimally from the government and from other potential filters and to optimize my time to do what I enjoy doing instead of worrying about real estate ventures.

@Mary Munoz , in addition to handing out an application to anyone who wants one, consider printing - and framing so they don't walk away with someone - a list of qualifications. 

In my experience you won't be able to get approval from the governing jurisdiction unless you are the property owner or have the permission of the property owner to file and get a preliminary plat approved.
