The area has always been much less affected during recessions and commanded higher rents due the diverse economy of the area.

My gut feeling is that cash offers would win in multi-offer situations at a much higher rate and could sometimes command a discount to traditional financed offers.Has anyone looked into this?

There are too many designers talking about how "this looks good" and how "this really makes me feel something" not to mention "this is really popular" and the omnipresent "I have impeccable taste," and not enough discussion about evidence-based results: "This design will help the house command a higher price when sold and this is my fact-based evidence to support this hypothesis."

Secondly, Pensacola is a stronger market, so the closer you are able to be to where the most jobs are the more rent you can command and your vacancy will be a lot lower.
