Just wondering what certifications were needed after flipping a house such as electrical, structural, plumbing, etc. that must be met before you can sell the home?

There is no contractor "certification" from FHA, just an approval from the Lender.

If you get a loan at some LTV (typically 70-75%), then your C/C can be compared to any economic investment, eg money market funds, certificates of deposit ... 

Permits and guarantee certifications are present.

However, there are some Red flags in the listing, it says it can be a duplex, which means it does not have 2 units on the property and the house can be added to to make it a duplex. plus it also says the buyer is responsible for certification and repairs, it may need more repairs then what is in the pictures plus again that seems to mean that the units are not safe to rent and not legal to rent and will have to be certified as such.

Best bet would be to see if either has a professional certification or license in your state and then complain to that board about an ethics violation (or better yet, threaten the complaint to both of them).
