It probably doesn't have an easement, but is "joint use and should have been spelled out in the documents creating the separate tiles for the units.

So you can get it done for $5.50 per SF. 2) drywall should cost $25-$30 per sheet hung, taped, plastered and primed. 3) tile can be purchased for $1.00 per SF in truckload sales.
