I spoke to an attorney about a specific property (which won't work for a couple reasons), but she noted that many of the regulations being passed by the City Council are retroactive.

I have had the same tenants in my rental property in Council Bluffs, IA for over a year. 

Each can have their own STR regulations.San Diego city (the city council) last year passed onerous STR regulations that basically banned STRs where the owned did not reside on the property. 

In the Nebraska legislature and the Omaha City Council there is movement afoot to impose a registration and inspection program for all rentals- Single and Multifamily.

Sadly, I do not think the city council members and mayor at the time put on a good enough presentation for them to consider it.San Bernardino has some of the world's best warehouse and logistics infrastructure including it's own airport.

I suspect they will not spend the resources to  hire legal council etc. and fight for the investors.They have plenty of dogs. 

:DWe have a form of council housing, and there are low income subsidized housing programs for this type of tenant.  

I was fortunate in that they both had separate services (electricity, water meter) and a proper firewall between the units.Here's a rough breakdown of costs:- fire inpsection report $800- council submissions (this can vary wildly) $3300- beers to keep things moving and costs down $240I'm fortunate in that the building inspector for the council is my friend's brother-in-law.

Some folks choose to do this locally but in my case I have time / travel constraints that have pushed me to develop a virtual group, council if you will.
