If it is attached to the privately owned property it could be covered very easily and in some cases the coverage would be included in a standard homeowners policy.  

People who are wealthy buy their time back before they blow the grossly increase their standard of living.

The other key to this property is it has city water and sewer at the lot lines which would obviously be cheaper than well and septic + has electrical just next door.
