There is also usually a map of the ongoing and finished developments.

Some experienced developers can handle these steps  if they have the time and know what to look for. 

Adding small single unit is expensive development.  

Las Vegas's average annual population increases by 40,000 to 50,000 per year.

Therefore, unless they develop a local blockchain with or without tokens that can be manipulated locally as the need arises (foreclosure, liens, and etc.).

To me this is very market dependent and product dependent.. in our Market some developments that are red hot that Lennar owns they might only offer 5k on a 600k sale.

Generally the time horizons are longer and you need deeper pockets.If you have already had some success in SF rehab, moving to apartments is not as different as moving to development.
