I have doubts about his experience in RE, which I believe may be common among CFP. 

The most common reasons I come across are: the owner died, can't find heirs.

And even IF there are violations leading to enforcement, the most common type of enforcement action in these violations is that the accused doesn’t admit to any wrongdoing but agrees to never do it again, LOL.  

I had no trouble filling my rooms and the house appreciated for $10K over purchase price, the tenants are paying utilities. 

Does anyone know of a site or common place to meet investors and rehabbers to make a deal with.

You can utilize hard money for a BRRR or flip to get into the game.
