I have seen this type of scenario play out many times over the years in my work as a Police Detective in the Economic Crimes Unit.

I've read in previous blog posts 3 years ago about a new Chief of Police coming in and BPG building up the downtown.

Wichita cares about it's future and what it looks like and has a police dept that will get creative to solve problems such as the homeless and panhandlers -- Topeka/Shawnee county - not so much - they just care about the wealthy zip code and a several block radius around dt where the capital building is. 

So if a murder was committed 30 years ago and the police just found out last week.....?

Police are dealing with a transient population that is less familiar with local laws and ordinances.

This is how we found our first deal when we where starting.I have never been good at Facebook, but I understand you can find deals there as well.Bandit signs are usually only efficient if you put up hundreds and they don't get removed from the local police or you don't get a fine.

If you suspect the tenant may be in the unit and this is happening ask the police to make a welfare check.
