Bottom line, the project must therefore support a full time management and maintenance personnel. 

Most PM put very little effort into trouble shooting problems before dispatching service personnel.

Most of the defense programs that are being funded are hold-overs from the Cold War and before, and are just a way to provide pensions for long-time defense employees and military personnel.

We were cited as a top national target, and hence were prepared as a facility and as personnel.

Also if anyone knows a few good real estate personnel that would be good to look into that will be a great help. 

Also invest in good personnel, (contractor's, appraiser's, real estate agents, etc.)
