I use the California Association of Realtors residential lease, and it has a section under maintenance that reads: “Tenant shall be charged for repair of drain blockages or stoppages, unless caused by defective plumbing parts or tree roots invading sewer lines.”So I wouldn’t see any issue with making the tenant responsible for calling a plumber and dealing with a clog they caused by flushing something that wasn’t meant to be flushed.

You need to know which; what that "cost" is to you; and typical current average costs for routine items such as changing a water heater, toilet, or faucet; basic drain stoppage clearing; replacing a ceiling fixture or ceiling fan; repairing typical windows/screens; appliance service call charge (just to show up, this would be plus actual repair cost), etc.

That way if you make a mistake it costs you only times 1 vs times 10.Also make sure your trades are pulling permits, and you should get knowledgeable about the inspections your municipality will do, because in some areas, blown inspections can hang you up for quite a long time with work stoppages, making it hard to get your scheduled guys back because they move on to other work.Good Luck!

Not having materials on site can lead to stoppages or delays in work which could equate to higher holding costs on your end.That being said, if you're unsure of the integrity of who you're looking to work with, don't be afraid to do more research on other local companies.
