(Everyone complains that they can smell each other's food and smoke and  in each other's apartments ) The building is in Northern Jersey where I believe the building is responsible to provide ventilation by law. 

And along the bay generally there is no smoke there :)  ANd if there was it would be quite short lived.

I don't have a problem with you, but let's stop with the smoke and mirrors.

We provide smoke detectors, carbon monoxide detectors, fire extinguisher and change our air filters as needed.

The few that I looked at but didn't buy would have had to have all of the wood removed and anything else that smelled of smoke.

A smoke detector in every bedroom and a smoke detector and carbon monitor in hallway of every floor and in the basement or attic IF you have furnace, hot water heater etc in them.

I am considering converting the basement by installing an egress window, which would cost around $7,000, and adding wired smoke alarms.

Smoking is definitely happening in a unit (leased rental unit, inherited tenants).  

Invasion of privacy, unclean and rude house members, maybe if they do drugs or smoke or are party animals, unwanted friends of theirs visiting at odd hours, clashes of personality
