I know cat urine can be extremely tough to get rid of and will have to possibly sand and deep clean floors and then seal them.Main question: Is it possible to fully remove the smell of cat urine?

Painting with Kiltz or Zinsser BIN will seal the smell, stain and chemicals for a while, but they may eventually come back.  

After three months of negotiations finally sealed the deal!

I carry around a moisture meter and thermal camera for those very reasons because you never know what a couple of stains could mean behind sealed walls.
