If they tell me the house is listed, I "ask permission" to keep them on the list "just in case" the house doesn't sell or things change for them and they need a quick sale.

I would double check with the city, remember, trust but verify.Here's a link https://www.phila.gov/services/permits-violations-licenses/a....I'm doubtful that this scope of work doesn't require a permit.I do my jobs with permits because I'm risk adverse.Its easier to ask for permission than beg for forgiveness.Best of luck

There was a guy on BP who tried to get one going down by Colorado Springs awhile ago called Bonsai Village and got as far as buying the land, but could never get permission due to NIMBY neighbors  and it got stalled in legal red tape until the  land eventually ended up being foreclosed on and turned into open space.
