@Melinda Miller -- A radiant barrier can be a great part of a total assembly, but it doesn't take the place of insulation.Also, the height of the ceiling directly below the peak is not quite what the code is addressing.The code provision I've mentioned works like this:  Take the floor space you'd want to create in your attic -- maybe use  masking tape to mark the perimeter of the area. 

I think finding anything that will cash flow inside the perimeter will be difficult (Love the Chamblee/Brookhaven area though); outside the perimeter, I like Sandy Springs, Smyrna, Roswell, Alpharetta, Johns Creek, etc.

I've been to the ATL REIA up near Perimeter before (or maybe that was a BP Meetup, can't remember), but I'll go again and start asking financing questions. 

It's a quick $1000 fix using our basement water proofing guys.We pump well away from the perimeter using lateral drains as many sump pumps just pushing water to the surface near the wall & it just heads straight down.

The existing mold problem is almost certainly caused by the downspouts dumping water at the foundation, something we will address immediately after closing, but we saw a puddle of water in the middle of the floor, plus water around the perimeter of the basement. 

None of them specify the perimeter of the roof.   

We inspect and find a thin line of mildew around the lower perimeter of apartment and thicker in corners.

Once you work through the process, the biggest obstacle I have found is getting a contractor that is willing to bid the work, and work within the perimeter of the 203k frame work.

Take note of readings at perimeter compared to readings as you move toward the center of rooms.

I think some of these people never venture outside the perimeter or the north side of town. $50k can still get you pretty far on the south side of town.
