I don't think it should be illegal, but Ogden looks pretty silly when you see lush green lawns everywhere and the mountains are desert with scrub bush and the like.It sounds like it is better to go to the bigger landscaping / nursery stores instead of the Home Depot's of the world, even though it will be more intimidating.  

Florida doesn’t lend itself to the most conducive environment for lush grass without the maintenance.

A home with an all dirt yard is going to appraise lower than that very identical home with lush grass, flowers, nice hard scaling, trees, etc.People pay more for nice looking so your curb appeal is very important no matter if it is a rental or a flip.

There's a single-family home with almost twice the square footage, lush yard, their kitchen looks nicer, and they are $100 cheaper.

I totally agree with you, desert land is not as appealing as lush land with greenery.

For example, after we removed the pool from the backyard and placed brand new lush Zyosia sod, the contractor went to water the grass and the water on the property was not turned on.
