If we are analyzing a turnkey property, is it reasonable to decrease the repairs and capex to like 5% each?

.- Even if all of you reading this planted a 1,000 acres; that would not but a dent in the demand, and decreasing availability.- If the world goes into a recession or depression. 

But some are getting more money in unemployment ($600 / week federal money for 4 months on top of state money) and then decreased to ($300 / week federal money) and still refuse to pay a single penny.

Interesting thought but rates are already going down as the 10 year yield decreases.
