I am not familiar with pension plans so my first question is can an IRA (or any other qualified plan) be rolled into a pension that you administer?

Given that it is administered locally, it's totally worth comparing landlord acceptance rates across cities to study why and where it is and isn't accepted. 

Section 8 is administered locally, so your results may be different.

I suppose every local housing office that administers Section 8 vouchers is different, but I have personal experience with the Lynn Housing Authority office (nicknamed "LHAND") and have found 2 people there who are difficult to deal with, and 2 people there who are angels to work with. 

As a self-administered qualified employer retirement plan, a Solo 401(k) requires access to quality guidance, and such custodial firms are simply not built to provide such guidance. 

All IRA based plans are required to have a custodian to administer and report on the account.

You have been given information now needed to be administered in your daily activities.

Remember - it takes staff to administer them, the smaller cities have less resources.

@Darsh Patel  Section 8 (Housing Choice Voucher Program) is a federal program; however, it's administered at the local (county) level. 

Hello All-  Briefly, this is what I've learned:  Most of this info was relayed to me via MY real estate agent who, in turn, was informed by the seller's agent.In this instance the owner/seller is in some way disabled or incompetent and the sale is being administered by an attorney retained by the family.
