Contacted PGE for upgrading my main panel, they are asking me to have separate main panel meters because the ADU has a separate address..

This is evident by the poll on the BP side panel that most want to buy rental property this year.

Examples to kick it off: adding solar panels, vending machines, advertising space, allowing credit card rent payments w/ fee. 

I'm not exactly sure the extent of the project, but I know the panel needs to be relocated and replaced and most likely a good bit of the wiring throughout the house will need to be replaced as well.

When my maintenance dude went to the house this summer, he turned on the breaker to the AC and it sparked at him so we replaced the whole panel which wasn't cheap.

Something like an electrical panel replacement is a problem, if you swapped out some outlets, that isn't as big a deal (at least in my area).If we are talking about major construction, like an addition, they could make you tear it down.

We told them to remove the panels and release the filing so we can clear title and sell the house.

There is substantial damage to the electric inlet and panel.
