I would stay away from section 8, pull credit and background, and call referrals, and look at pay stubs for everyone who applies.

I would say ads are better than cold calling as its inbound vs outbound marketing and most people do not like to be called.

Maybe the AI can keep you from calling people on the no call list and violating the law?

Later that evening the same issue happened again...time to call a professional.  

I was able to schedule a call with someone the same day.

Call the zoning office and anonymously pose your question, and it won't be a "grey area" any more.

The student gets a check and calls it quits.
