With that being said, Mexico is over-run by drug cartels and gangs.

Capitalism by it's nature is darwinian to a greater extant... look at your cable bills or your cell phone bills or any company you deal with ...you think a good faith bargain exists in those monopolistic cartels.

The reason, as noted by several economists, is the NAR's legal cartel with one of the largest Political Action Committees in the US.

@Ryan Fox is correct that most of the meth is not made in the area as it can be made cheaper by the Mexican cartels and so not many meth labs still exist.
