Honestly the high fees combined with lack of transparency and high appraisal costs, a whole month of UW (longer than normal), etc. would make me want to switch lenders right away because IME the lenders with high fees and high appraisal costs who drag their feet like this also tend to be the ones to continue delaying, have things get stuck in underwriting, say one thing while delivering another, have poor communication especially between UW and origination, bad customer service, can't close when they say they will, etc. and it can be a total nightmare.

Here in AZ, you can generally piece together those subcontractors at pretty cheap rates, so unless you need an acutal GC for permits being pulled, etc...

I don't know about the Olympia city limits, but in Lacey I don't need any kind of business license or special permit for duplexes.

Like when I didn't pull permits, I had to rip on the cabinets and tile and then abate asbestos that was under the kitchen floor tile.

That being said, I read some (old) reviews that said payments had been hung up (withdrawn from the tenant but not deposited into the landlords bank account longer than 10 days) and customer support was ZERO and their 'ticket' program kept automatically closing out the ticket request without resolution.
