It's worth mentioning the STR regulations are relatively new, and I think some properties currently operating are basically grand-fathered with the old permit, and I don't know if being a new owner one'd be able to get a new permit if it's not in the designated location.

As mentioned 90 day limit, which makes it difficult, and wuite pricy to get the STR certificate from the city.

One option I haven't noticed being mentioned is to auction it.

You mentioned there are multiple parcels, is this just a coincidence or historically are similar parcels available? 

The reason i have not purchased lately is I do not want to be that patient to wait for a good return, even though I am confident it will be a good return 10 years after purchase.  

As of lately, the traditional BRRRR is not working with the higher rates and low inventory as, others have mentioned. 

There is so much that goes in a business, rental rates, rental tax, inventory,  job costing, payroll, business analytic reports etc, QiuickBooks does handle what I have mentioned here.
