Most larger communities will have a Homebuilders Association, i would start networking to find a builder that can finance the construction. 

Regarding next steps, I agree that the best way to approach this would be to have one person act as boots on the ground and the other person handle the back office related items.

Focusing on smaller multifamily properties needing light rehab is a smart approach for learning the ropes.
