The complex is on the bottom end of the spectrum and one way it gets residents is by offering "all bills paid" (no credit check on the utilities).

agree not all tenants .. but I have some experience at middles America rentals. that are not war zone.. and tenants in the lower end of the housing spectrum run into the same issues as inner city tenants..

In my experience across the rent spectrum ($4k-$40k/mo), the higher security deposit will filter out candidates, some of whom are very well qualified but just don't want the opportunity cost of someone else holding all that cash.
