At that point he disagreed it was of concern and we (reluctantly on my part) agreed to monitor the progress and then reconvene.

It takes time to review the financials, inspect all the buildings, the infrastructure, talk to the tenants, perform a Phase 1 ESA, discuss with the city any zoning / code violations or other chronic issues they see. 

Instead, I want to find a single-family building with a little or no work needed and put in on market with Rent-to-own strategy so I can avoid major tenants drama until I create a good infrastructure for it (I mean the good processes of collecting rent, looking for tenants, evicting tenants when I need to, finding the best team I can trust, etc.).

There are many issues: pollution from Tiajuana river closes the beach many times a year, class of area, lack of infrastructure spending, perception/reputation, traffic, etc.   

Your "problems" will arise in collecting rent (dependent on park demographics), dealing with the municipality/city (infrastructure issues) and expansion.

I will continue to monitor our marketing and tweak things going forward.

Other issues become what are the utilities, age of homes, infrastructure etc.
