Realtor says the house was appraised for 150k and the owners are sticking to it and are “not interested in a low ball offer” Houses in the area consistently go for 200-215k Is this even worth me going to see???

I can not seem to get a straight answer from the electric company to a ball park price to add the two new meters. 

Hey Fellow Investors,I am just starting out and looking to buy a Fourplex with an FHA loan to househack and get the ball rolling.The deal is a 2% deal in a C class neighbourhood within 2 miles of walmart and other usual big box stores.The problem is the utility (landlord paid) is 7000$ !!

Though my gut tells me that we are approaching phase 3 / 4 of the market cycle, there is no glass ball. 

Call the "landlord" and say, "I am calling about you rental house on 123 Main Street, I have an application from John Ball, can you tell me how he was as a tenant?"

For cap rate, will it be able to achieve like 0.7 or 0.8% as a rough ball park in Edmonton?
