It appears the laws are not business friendly and if that is the case then they will continue to walk away. 

My cost they said i could do $2,000 up front and then next couple months more payments with cold calling they offer and fee would be $9,800 plus the cold callers Virtual assisant that would be working with me.

Sounds like an easily executable deal from what you've stated but likely need more color to offer path forward, terms, etc.
