My GUESS is these homeowners have been tricked/screwed in to signing a long term power purchase agreement, often with no buy out provision.

I see too many investors now, put a significant amount of money in rehab costs and over leverage themselves on hard money loans with low down payments, their properties are not selling and they are lucky to just payoff their current hard money loan via a DSCR refinance. 

Don't know how much renovations will really cost, again, either PM or GC conversations.  

I'm curious as to what cosmetic rehab you have to do that costs $27K? 

Will they have to be auto programmed to hang up and never call again if so requested? 

Take their ARVs and cost of rehab with a grain of salt.
