Get them out and start with leases and only rent to people that you have screened. 

Chances are they are paying others who are not as accommodating as you (amazing how people will make those car payments while jeopardizing their homes) - and it's time for them to move on to housing they can afford and to a tenant that does not require you to subsidize them.  

I've heard horror stories that it's usually impossible due to the "burden placed on the municipality" but could really never understand what that burden was... most people living in those units wouldn't be using the school systems so aside from maybe an increased volume in emergency medical situations I can not understand that statement? 

I think it's fair to say that for some people, reading can essentially be another form of procrastination, just like social media and TV. 

I have been in many properties where private pay people rented and trashed the place. 

Know tons of people dropping $250k on a suv, i won't, I don't care how shiatsu on my bum it is, ok maybe I care a little lol, but point is it's only worth what it's worth, right. 

Most people selling properties are not professional investors.

Also, do you have 2 people per room, or just one person? 

All the people I know who bought there did it for lifestyle.
