I would not automatically refund the whole trip or even the days they did not stay, as you clearly displayed these facts in your listing and with a vacation rental they may have cost you the ability to book a different guest for those nights, and that lost revenue is not your responsibility. 

However my understanding is that it comes more down to the specific regulations in the specific zoning district within your municipality, if there is a display requirement for your rental licensure, if the area enforces its rules and if it allows a certain number of STR's for less days than the general requirement (many allow 3 stays less than 30 days, etc.), and finally quite simply your neighbors take issue or not.

Investors typically are only given a shot after owner/occupants or perhaps if the homes are in super poor condition.It's been a while since I've had anyone bid, but rarely in my area was there ever only one bidder....at one time they would display the bids and I've seen as many as 70 people bidding on one property. 

Not sure if I'm doing something wrong here but when I sort by sold on Zillow it doesn't display any data any more.
