Amazingly I found out many billionaires and multimillionaires have a similar structure whereby they continue operating wherever they make the money but route the income through other states that have the right incentives and credits etc.

Unless you're a billionaire, you're going to need financing, loans, creative techniques, and possibly even partners to take various deals down. 

I would not do this; but let's say you really want to; you could maybe buy gold, silver or Bitcoin, alternatively just buy something with a value you are sure of and auction it on ebay-that gets done every day.

Vacancy does you no good if you are just waiting for the billionaire tenant who fits the bill.
