That said you certainly need to manage your cash well in order to cover the bills in the down season. 

There are several factors that lead to this, the primary driver is picking tenants who pay their bills.

So I’m going to send him the bill but doubt he will pay and doubt that this issue will be resolved because they’ll continue to flush TP down the toilet.
