I found out from the realtor that it had been under contract and the inspection revealed in so many words:-there is an underground storage tank (I'm assuming underground here)-"water intrusion" around window and exterior wall. 

This just simply isn't true - there are almost always quads for sale...a very very brief search revealed this one for example.  

My first glance at these areas reveals I would have a much better chance of achieving the 1% rule in these areas.

I just don't see anything that reveals a discounted price.

Reading examples online with just a general search for Business plans reveals so many different business plans for businesses NOT related to Real Estate Investors.My apologies if I haven't come across this year here on BP.

Jonathon, sure he can sell below market but when the analysis is done on his selling cap rate that fact will be revealed.
