It is a widely abused metric (because it is so easy to calculate) that does not convey any meaningful information except to determine the margin of safety i.e. spread between unleveraged returns (cap rate) and interest rate on financing.On to your question JThere is no one way to “quickly” factor in the rehab costs.

Are there utilities in the way, is road wide enough, are their bridges etc.For context we once moved a historic structure a half mile across a highway and it cost the historic commission $65,000 just to take down the utilities for that distance.

No, because it varies so widely by state, you could pay less than .5% of value property tax in Hawaii, and 2.7% in Texas.
