When I've talked to a few property managers and developers, they've all uniformly said that it will be a drop in the bucket, since our total deficit of housing is over 2,400 units, and many of these permits will take years to build (Link). 

There are a couple of additional things to point out.Transfer tax percentage is not uniform throughout the state of PA; the state portion is 1%, then the school district and county can set some percentage that is in addition to the state's share - most localities have an extra 1% to total to the 2% mentioned in another post, but places like Reading, Phikadelphia and Scranton for example have a much higher total (at least double the 2%).

There is no uniform code of how to treat people that wholesalers follow.

The "why" to this post, is me figuring out if it makes sense to chase the ever illustrious OWC financing or go after traditional financing with a strong rate.. the fact he/she is offering it seems great, I just know nothing about it and I don't want to reach out knowing nothing and come off as uniformed and wasting their time. 

Just keep it uniform and consistent you have no control over the cash in escrow and cannot use it to earn anything.  

It will keep everything uniform for the guest and keep you on top of the check ins.  

Lenders just get comfortable seeing the same uniform contracts.  

Better suited to a uniform light red brick pattern or such.GAF HD (now called HDZ) is a good choice. 

It is rare to find an SFR only area and current classification does not indicate uniformity (some properties are in approved noncompliance).
