I'm considering buying a property in Southern Maine that is about 5,000 sq ft too small to legally subdivide per the town's zoning rules.

Check with town permitting or GC if need additional parking, landscaping and rain drainage.

I would only ever get 1 bid from some vendor I never heard of, two towns over.

In my experience, inspections are typically about safety, not whether something is up to code (that's what the town building inspectors are for). 

You can get yourself a nice ten dollar sandwich if you get in your car and drive across town to your favorite deli, or post mates can bring it to your door for an extra five and you dont have to get out of your pajamas. 

But avoiding buying in cities in deserts or relatively impoverished coastal towns might be a good idea. 

I live in a 4 season mountain town and we were only able to generate about 30% occupancy.

It's a small town (I think 30,000 people) that's likely going to be difficult to find reliable PM's, tradespeople, etc.
