Hi my name is Greg & to answer your question.I live in New Orleans & im a license contractor in the state & what i know is that depends on if it's structual you will need a contractor & if it's Cosmetics you will not need a contractor.At the same time keep in mind you will always need a license sub contractor such as electrical, plumbing, mechanical, etc.

For example,  when they were building the new airport in New Orleans a company out of Florida got the job and that's where the majority of the workers were from.
