It is good to have a local handyman that has a 4 wheel drive truck in your phone.They could have isolated the water and maybe fixed a broken pipe if easily accessible.

(I have seen that mentioned a few times) I have had it tested with the isolation and camera and there are at minimum 6-7 leaks half of them root penetration from very large trees surrounding the foundation.

Why not have your own sub meters installed by a plumber isolating each apt and install in an easily accessible area.

Didn't even bother to tear out the concrete...we just isolated the affected area and ran new lines through the house to by-pass the break, and then abandoned the below-grade pipes.

It really depends on how much work it will take to locate and isolate the source of the leak.If you are tearing up the floor and digging into the foundation you could easily be looking at $10,000 to $25,000 to repair the pipes,the foundation,and reflooring over the worksite if not the whole house to match.

I do not prefer to calculate ROI in the manner described, or if I did (which I don't) then I would not consider it in isolation with other important variables that this calculation ignores.
