It is just the industry and honestly people in general they do not know how to budget or make there money last. ( Isn't it something like 60-70% of people live paycheck to paycheck?)

The cost of title insurance is dependent on (1) the state the property is located in (2) the amount being insured (3) whether insurance was recently purchased from the same insurer, (4) the exclusions in the policy.  

The heirs can choose to hold their shares and receive dividends or sell them.Passive: Allows investors to trade an actively managed real estate asset for a passive investment in an Operating Company that is typically run by an institutional asset management firm.Consistent Income: Operating Partnerships can issue dividends or distributions so that the investor has cash flow.Portfolio Diversification: Enables the investor to achieve diversification across geography, industry, tenant and asset class in an Operating Partnership structure.

NOT an industry norm and a sign they don't really know what they are doing as this opens them to several liability issues.

A big red flag is their job at an apartment property managment company:- What is their job history in this industry?

The agent I normally use is leaving the industry but I’ve gotten recs for Lisa Arrison and Noah Taxman.

Either way, you need to take the legal steps to obtain exclusive possession.
