I have seen areas like Cleveland with COC ranging from 10-18%, while Columbus has around 8-12% with strong growth potential.

Tulsa has some promising areas for new construction, especially at the price point you're aiming for.You might want to check out East Tulsa and Broken Arrow —both have been seeing growth, and new construction options can still be found under $200K in some developments.

Emmy,For me I would put money like that in a high yield savings account because when I start saving for a shorter term goal I want to be able to use the growth to help me save. 

I'm not opposed to investing in Ashland, but Huntington would be my first choice due to the population, demand, growth, college, affordability, and the list goes on and on.

Asset growth rates, rent growth rates in these markets far outpace the middle of the country, and its not even close.
