If they are inherited, they knew the situation long before you did, and are just trying to give you a hard time as the new owner.I would explain to them that it's the municipality's rule, not yours - and despite the fact you are just as frustrated - you, just like your tenant, are powerless to change the situation as you must abide by the existing rules and laws.If the tenant is claiming that this was not disclosed up front during lease-up, offer to let them out of their lease early.
