I would think of this problem differently: I might encourage them to explore ADUs... this would give them an additional stream of income and would likely only require a relatively small chunk of money in their savings (relative to the total cost).If they could partner with someone that has experience building and/or flipping (to qualify for the construction loan), then cash them out with a 30-yr DSCR loan (and use that as the builder's profit), then they could rent the property and enjoy the cash-flow.

I encourage people to start with house hacking.

The very thing they're trying to discourage is what they're encouraging by making the process onerous.

I don't mean the following to sound discouraging, but I would encourage you to be extremely cautious and conservative before buying a random property in Dayton because someone - a property manager, an agent, the seller of the property, some random person on BP - tells you it's a 'great deal,' and you will 'cash flow.'  

Property owners have operating expenses that are rising just as fast as everything else in society. 

If you can qualify for a 2-4 unit property in a area you would like to live here in SD, I strongly encourage this strategy.  

We encourage longer stays in low season and shorter stays in the high season by adjusting our minimum stays.5.
