I would not wait for something bad to happen.

So, as previously mentioned, the rules can be changed at the developer's whim.

The customers prefer ATM, as you don't have to go to branch at business hours and wait in line, you can simply do it at 24-hour ATM.

Payments stay lower, cashflow better and it'll boost your balance sheet not to mention lower risk when things go awry.
