For Water, install showers instead of bathtubs and shut off outside water spigots.   

No water = no flushie flushie = a filled up to the top WC and possibly the bathtub used as a latrine.Good Luck!

Such as remodeling a bathroom, you can pull a permit for it but if your just doing a cosmetic remodel (tiling, new vanity, mirror, bathtub etc.) it would have likely not been an issue unless you are changing the layout and moving around plumbing etc..

The bathtub in this bathroom was recently plugged but some draino took care of that.

Now for the last 2 weeks it's been a real inconvience to them because the only running water comes out of the bath tub, toilet doesn't flush.

One bathtub may need to be replaced in the master.

I think the simplest thing would be to remove sink 2 , which gives you 5' x 3' - just the width of a bathtub/shower - to be entered from the bathroom (not from the room with the jacuzzi)
