With it being a HUD home, I'm told they won't turn the water on till an offer has been accepted?

After an intro call and vision board, intro to strategic lending partner, four physical tours, two offers on two properties (with the second accepted below asking price) a quick inspection with (minor inspection issues resolved by seller), appraisal waiver and below market rate lock..

They wont.Primary residence holders can live in and enjoy the use of unpermitted work, self accepting known risks associated with it.  

For whatever reason, they accepted my first low offer to scoop them all up.

I added an amendment to the current lease and I increased the security deposit and rent (not by much though) and told the tenants that I will not be accepting the wife and child when they move here in 4-6 months.

In Oregon here in my new home project.. its a negotiation selling agent writes in their fee and we can accept or counter. 

Not to mention, they are not legally able to perform any of the duties or services they accept payments for.

Some things to be mindful of are the added costs of having to facilitate delivery and acceptance of the windows if you are purchasing them yourself rather than go through a contractor who both supplies and installs the windows.
