Once you have that letter you can use an LLC formation document template to create the LLC and register it with the corporations division of your state or jurisdiction.  

@Gabriel Alfaro I would suggest you check out CFRI, the local chapter of the National REIA.

My advice, if you want to invest in STRs, is to go to vacation destinations, think National Parks, beach towns, etc, where the laws are STR friendly.
