Don't get something smaller and lighter.Get a 1/4 in. drum auger snake that's 25 feet long.

We priced it at $625, figured it was low enough to drum up interest, get competition for the unit and pick the best candidate.

Or can individuals sue you for this and they're drumming up victims for their lawsuit business? 

I'm sure I could drum up some business with a few quick phone calls.

If you pay them closer to $100, that might be your entire commission for that turn, before you've even factored in the substantial other costs that are going to come with scaling.It's possible the charges they were drumming up are ghost charges, but unlikely.

Unfortunately local politics often lead to policy considerations that are intended to drum up voter base appeasement as opposed to doing what's best for the municipality/city. 

I don't know how the humidifiers are configured, but you might be able to put a small pump into each reservoir (search "automatic bilge pump" on amazon) and move the water into either a larger collection tank (think 55 gallon drum) or drain.
